The INCB must be transparent

Coletta Youngers, a Senior Fellow at the Washington Office on Latin America says the International Narcotics Control Board overstepped its mandage in its criticism of Uruguay's legalization of cannabis. In addition, she emphasizes that the INCB is the only UN agency that works in secrecy.
Coletta Youngers says that the INCB is a tool of the Member States not the contrary and it is the only UN agency that does not have any transparency.
